Preparing the Meat Filling

Put a large-sized skillet on the stovetop and add some oil to it. Let it heat for a few minutes. Bring the chopped onions and add them to the cooking pot. Stir fry the onions.

Once the onion is slightly browned and softened add the ground beef into the skillet. Use a wooden spoon to stir-fry the meat. Sprinkle some parsley into the cooking pot and also add the rosemary to it. Add in some salt and pepper. The meat will take almost 6-8 minutes to turn brown.

Pour some Worcestershire sauce into the cooking pot. Also, add the minced garlic at the same time. Cook for a few minutes. Add in some salt and also pour tomato paste into the cooking pot. To prevent any sort of lumps in the gravy, stir it well.

Pour the broth into the hot cooking pot. Then you have to add the vegetables to it. Add the frozen peas and diced carrots into the cooking pot at the same time. Let the mixture boil and then simmer for 5-6 minutes at least. Stirring is a mandatory part of this recipe.

Once cooked enough, put the mixture aside.

Preparing the Potato Topping

Put a large-sized cooking pot and add potatoes like Chilis Loaded Mashed Potatoes to it. Pour enough water into the pot to cover the potatoes. Let it boil for some time. On suitable heat, the potatoes will take almost 10-15 minutes to tenderize.

Once the potatoes are boiled, drain the excess water and then put them aside. Peel the potatoes and add them back to the cooking pot. Then for preparing the potato dressing add some butter and half and half into the potatoes. Add some garlic powder. Sprinkle in some salt and peppers.

Use a masher or a fork to mash the potatoes same as Mashed Cheese Potato Balls and then give a good mix of everything together. Bring the Parmesan cheese and combine it with your potatoes. Mix well and put aside.

Assembling the Baking Pan
